STATEWIDE OREGON ARES HF EXERCISE
Jan. 26 from 0800 to 1700 hours on 3.964.
The exercise will be run from Salem, but may have net controls from other locations.  This will most likely be a check in only to check equipment and propagation.

FCC to charge $35 for your license
FCC soon to require your email address

The FCC will soon begin charging $35 for all initial, renewal, and vanity HAM licenses. Strangely they completely discounted the value of HAM radio in emergency communications saying that HAM's were not required to use their radios solely for emergency communications and so it was a voluntary thing that didn't support maintaining the fee free license.
You can read the FCC's report and order FCC 20-184 HERE to see just how they value HAM radio.

ALSO, the FCC is currently "encouraging" HAM's to provide an email address and will soon be requiring an email address to be submitted for receiving official correspondence. I'm not sure how this is going to work for those HAM's who don't have email for one reason or another.  One of our own members lives off the grid with no internet available.

NOMINATION & ELECTION INFO


At the regularly scheduled October meeting the membership present approved amending the Club’s Constitution. The amendment, as approved, can be read in the meeting minutes which are now published in the members section.

As there is no current nominee for the office of President, the Board has voted unanimously to invoke the newly approved Article III of the Constitution and utilize that authority to keep nominations for President open until 5pm on November 9th.

Should no person be nominated and accept, the Board will consider all options available.

You do not have to wait for someone to nominate you. You can say that you’re willing to accept a nomination. If that is the case, please contact any member of the Board. If you don’t have our contact information, it is available in the member’s area on the MEMBERSHIP ROSTER.

FIRES ANNOUNCEMENT

All Club members have been accounted for AND ARE SAFE after the recent fires in our area.  Three homes, affecting FOUR members, were destroyed in the fire but folks got out safely.

If you have been affected by the fire, please let us know. We're HAM's, our hobby is known for helping each other. That doesn't apply just to putting up antennae.

The Almeda fire has destroyed hundreds of homes and our club members were not unscathed.  While some merely had to endure the threat of evacuating, others had to leave their homes, a few have lost their homes.







CLUB MEMBERSHIP MEETING

JULY 14th, 6:30 PM


The C.A.R.E. Board met on June 30th in Central Point.  As a result of that meeting Robert Pfaff Park in downtown Central Point was chosen as the location for the JULY Membership meeting.  As dictated by the Club’s bylaws, the meeting will be on the second Tuesday of the month at 6:30pm.

Members and guests are invited. We ask that you observe the current restrictions but we are not, and cannot be, the mask or social distancing police. You should exercise your own discretion.

COVID 19 UPDATES


     The following IS NOT legal advice, it is merely a restating of news reports on the issue and any steps being taken by the Club. I will be keeping a close eye on developments and posting updates as appropriate.
     The delayed class, Board, & General membership meetings will resume when able but are dependent upon a number of factors such as venue availability.

Monday, July 13th
     Today the governor is reported to have issued more restrictive orders that will take affect on Wednesday, July 15th. Not sure of the details at this time.

Friday, June 12th
     Earlier today the OR Supreme Court issued its opinion in the ongoing lawsuit challenging the governors orders. They vacated the injunction and so the matter should be returning to the lower Court as the current restrictions remain in place. More to follow when I have the time.

Tuesday, June 2nd
     Plaintiffs filled their response to state's arguments on the stay.

Thursday, May 27th
     The state filed its arguments with the Supreme Court in support of the Supreme Court upholding its stay of the Circuit Court injunction. 

Tuesday, May 26th (5:00 pm)

     Deadline for Judge Shirtcliff before the OR Supreme Court.
     Judge Shirtcliff cc'd the Oregon Supreme Court on a three sentence letter to plaintiffs and the state DOJ. I think I would consider this as "option 3" (Do nothing) since CCing the Court is not filing with the Court. Perhaps there was also a filing and our illustrious media simply chose to use the letter?  Who knows.
     The letter is quoted below.

"As you know, the Oregon Supreme Court issued an Alternative Writ of Mandamous on May 23, 2020. I have elected to stand by my original ruling. I will not be vacating the May 18, 2020 Order Granting Preliminary Injunctive Relief and Denying Motion To Dismiss or taking other action."

     NOW the state (governor, Attorney Gen, etc.) has until the 28th (Thursday) to file briefs with the Supreme Court responding to the grievances of the plaintiffs who will respond to the states arguments by June 2nd.
    




PRIOR UPDATES ARE BELOW

Monday, May 25th
     While Monday's (18th) Court decision momentarily restored the rights of Oregonian's, the OR Supreme Court stayed the Circuit Court injunction against the governors orders. Tomorrow, the Circuit Court Judge will make one of the three choices listed in the entry for the 23rd (below). I don't believe the Judge will chose "option" 1 as that would essentially be saying he was wrong..... judges don't like that. I believe it most likely he will exercise "option" 2 and argue his legal reasoning before the Supreme Court. He will basically be defending his judicial capabilities and attempting an argument the Supreme Court has no choice but to back as the law is rather clear.

     Regardless of how the Supreme Court rules, the case is still not final at the Circuit Court level (and will likely be appealed regardless of who prevails). Should the Supreme Court continue their stay of the Circuit Court injunction that means that current goobernatorial orders would remain in effect as the lower court case continues.  If the stay is lifted by the Supreme Court the orders would again be null and void, at least until the outcome of the case, including appeals, is decided.

     As things stand, there is no way to predict when we will again be able to meet or have a place to meet for that matter.  It all depends upon the outcome of the current case before the Supreme Court as well as the trial within the Circuit Court.

     There is also the variable of the ability of the New Far East restaurant to reopen.


Saturday, May 23rd
     OR Supreme Court ruled that Judge Shirtcliff must choose between three options:
          1) vacate his earlier ruling to invalidate Brown’s orders
          2) argue further before Oregon’s high court about why that ruling was correct
          3) do nothing


Friday, May 22nd
     Both sides filed their briefs with the Supreme Court

Tuesday, May 19th
     As of yesterday afternoon the New Far East was open for take out. I'm not sure when they reopened but they have been good to us, we should try to support them in what must be a serious financial hardship. Apparently they are also having trouble getting employees to return as they are "making" more on unemployment with the extra $600/week than if they were working.

Tuesday, May 19th
     L
ate Monday night a member or members of the Oregon Supreme Court issued a "stay" on the Baker county Court decision nullifying the governors orders. This does NOT mean that they have over ruled the decision but that the decision is on hold until the Supreme Court hears the governors appeal.  This is not surprising considering the makeup of the Court.  So, until the Supreme Court rules, we are right back where we were.  There are other lawsuits progressing as well but they are further behind in the process.
     If you are concerned about this case, you should write your Oregon representatives. You can find your representatives by going to the Oregon Legislative web site and entering your address.

Monday May 18th
      An Oregon court in Baker county declared that the Governors
Executive Orders RE: the "COVID crisis" were null and void due to violating the Oregon Constitutions 1 month time limit on such orders without Legislative
action. The Governor has vowed to immediately appeal to the Oregon Supreme Court where 5 of the 7 justices were appointed by her.
     Unless the Oregon Supreme Court issues a stay (delaying the lower courts decision) or reverses, ALL Gubernatorial Executive Orders under the COVID emergency are null and void.



CARE MEETINGS POSTPONED

From the Board:
CARE is suspending all “Contact” activities immediately until further notice. This applies to Board Meetings, General Membership Meetings, and Classes.
What will we do?
  1. We will hold our Monday Checkins on 147.100 (John’s Peak), and announcements will be made as data becomes available.
  2. The website (www.carehamradio.com) will be updated as information is released.
  3. We are working to come up with a method of online meeting, but we clearly do not have the resources for it, so as they say, “results may vary”.
All Members are encouraged to stay abreast of the developments in our communities (Web, TV, Etc.) and be prepared to participate in emerging situations. Review your “go bag” inventories, radio equipment manuals, etc. and be ready to assist your families.
Please……….. Make sure we have accurate cell phone and e-mail addresses. If in doubt, send a message to a member of the Board and we will update it.

ARRL ANNOUNCES NEW MAGAZINE

 Newington, CT – October 17, 2019 –
ARRL, the national association for Amateur Radio® is launching a new magazine, On the Air, in January 2020. To be published on a bimonthly basis, On the Air will offer new and beginner-to-intermediate-level radio amateurs a fresh approach to exploring radio communications. Each issue will include advice and insight on topics from the variety of Amateur Radio interests and activities: radio technology, operating, equipment, project building, and emergency communications. The goal of this new magazine is to be a vital resource in helping new and newer radio amateurs get active and involved in radio communications.

“On the Air responds to the brand new, and not-so brand new radio amateur seeking ideas and answers,” says Editor Becky Schoenfeld, W1BXY, who is part of the ARRL staff team that developed the new magazine. The planning included an extensive national-level study of new Amateur Radio licensees, identifying their motivations for getting licensed and their experiences of getting started. A focus group responded positively to a trial sample edition of the magazine. “Too many new licensees never take the next step,” says Schoenfeld. “We’re excited to introduce a new amateur radio magazine for this audience, aimed at getting them active, getting them involved, and getting them on the air.”

The first issue of On the Air will be published in January 2020 (Jan/Feb issue) and will be introduced as a new ARRL membership benefit. When eligible members in the US join ARRL or renew their membership, they will be prompted to select the print magazine of their choice; On the Air or QST.  QST magazine is ARRL’s official membership journal, published monthly since December 1915.  QST supports active radio amateurs with ham radio news, equipment reviews, projects, and stories of public service, advocacy, and volunteerism. Current members receiving print QST, upon renewal, may choose to continue receiving QST (mailed monthly) or On the Air (mailed bimonthly). The online membership application will support the new magazine designation next month.

All ARRL members, including international members, will be able to access digital editions of both QST and On the Air magazines. Members who already access QST on the web or from the mobile app will be able to access QST and On the Air in January.
